Assists the Airport Director in all Airport related issues. Assists in managing the daily operations of the department, including overseeing employees. Ensures the smooth day-to-day operations of the department.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT:
Work is performed inside and/or outside an office, stockroom, or warehouse. Work may be exposed to a variety of weather conditions and outdoor elements, such as: excessive heat, intermittent noise, and inclement cold weather. Work may be exposed to a variety of environmental conditions, such as: unknown & dangerous conditions, unusual environmental stress, dry atmosphere, solvents, dirt, grease, oils, silica, asbestos, dust, constant noise, pneumatic vibration, fumes, smoke, gases, radiant/electrical energy, and slippery/uneven walking surfaces. Capable of working closely with others, working long or irregular working hours, working shift work and/or weekends, working with protective devices, working around moving objects or vehicles, working around machines with moving parts and objects, and traveling by car 25% of the time and by plane 1% of the time. Ability to operate a motor vehicle, office equipment, and mechanical equipment; Work requires light carrying (under 15 pounds), light to moderate lifting (under 24 pounds up to 44 pounds), simple grasping, sitting, standing, climbing stairs, walking, and reaching above shoulders. Ability to see, write, read, count, identify shade of colors, perceive depth, and hearing is needed to perform the essential functions of this job.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Assist in the operation of the Airport in accordance with Transportation Safety Administration (TSA) regulations.
Supervise lease agreements, concession agreements, and other Airport contracts for collection of rents, charges, and fees.
Assists in planning, directing, coordinating, and monitoring the administration of the department; assists in the operation of the Airport in accordance with Federal Aviation Administration (FAA) and City of Laredo policies and regulations.
Plans, schedules, and assigns work; instructs and trains employees in proper methods and procedures; checks and approves work; makes recommendations regarding employee job performance and conducts performance evaluations; makes hire recommendations.
Ensures the smooth day-to day operations of the department.
Assists the Airport Director in developing, planning, preparing, and enforcing departmental policies and procedures in order to enhance the productivity, efficiency, and effectiveness of the department.
Assists the Airport Director in planning, developing, and monitoring the departmental budget; monitors expenditures to ensure compliance with budget limitations.
Plans, develops, and implements all departmental goals and objectives.
Negotiates with representatives of airlines, utility companies, and individuals for acquisition of property for development of Airport and lease of Airport buildings, facilities, and/or vacant land.
Supervises the account receivable functions and initiates corrective action with tenants, such as: delinquent notices and eviction notices; negotiates delinquent payments.
Assists the Airport Director in the event of aircraft accidents, fires, or other emergencies.
Coordinates activities involving the repair and maintenance of Airport facilities, buildings, and equipment to minimize interruption of Airport operations and to improve efficiency.
Periodically reviews Airport master plan to determine compliance, changes, or making recommendations.
Supervises the day-to-day foreign trade zone operations; coordinates activities with the US Customs Services, the Foreign Trade Zone Board, Federal Aviation Administration (FAA) Security and other governmental agencies; keeps abreast of changes to the foreign trade zone rules and regulations to maintain and update operation rules, policies and procedures, as well as, to negotiate and administer foreign trade zone agreements.
Prepares council communications; writes and modifies ordinances that will be developed and enforced by the Airport Department.
Ensures that all Airport boards and committee meetings are properly organized and properly scheduled.
Projects a positive and professional image of the Airport Department.
Will be required to drive a City vehicle for City business use.
Performs other related duties as assigned.
Bachelors degree from an accredited college or university in Business Administration, International Business, or related field. -AND- At least five (5) years of work experience in Airport administration, of which two (2) years were at a supervisory capacity.
