Manages, plans, directs, and controls the daily operations of the Laredo International Airport department, including overseeing employees. Ensures the smooth day-to-day operations of the department.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Work is performed inside and/or outside an office, stockroom, or warehouse. Work may be exposed to a variety of weather conditions and outdoor elements, such as: excessive dampness, chill, heat, humidity, intermittent noise, and inclement cold weather. Work may be exposed to a variety of environmental conditions, such as: unknown & dangerous conditions, unusual environmental stress, dry atmosphere, solvents, dirt, grease, oils, dust, constant noise, pneumatic vibration, fumes, smoke, gases, and slippery/uneven walking surfaces. Capable of working closely with others or alone, working long or irregular working hours, working shift work and/or weekends, working with protective devices, working below ground, working on ladders or scaffolding, working around moving objects or vehicles, working around machines with moving parts and objects, and traveling by car or plane. Ability to operate a motor vehicle and office equipment; Work requires light to moderate carrying and lifting (under 15 pounds up to 44 pounds), straight pulling, simple grasping, repeated bending, sitting, standing, climbing stairs, and walking. Ability to see, write, read, count, identify shade of colors, perceive depth, and hearing is needed to perform the essential functions of this job.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Plans, evaluates, organizes, directs, and supervises the overall activities of the Airport Department in accordance with Transportation Safety Administration (TSA) regulations.
Ensures the smooth day-to day operations of the department.
Oversees lease agreements, concession agreements, and other Airport contracts for collection of rents, charges, and fees.
Plans, directs, and monitoring the administration of the department; oversees the operation of the Airport in accordance with Federal Aviation Administration (FAA) and City of Laredo policies and regulations.
Handles employees and supervisors concerns and problems, assigns work, counsels staff, and recommends disciplinary and other personnel actions.
Develops, plans, prepares, and enforces departmental policies and procedures in order to enhance the productivity, efficiency, and effectiveness of the department.
Develops, prepares, and monitors the annual operating budget of the department.
Plans, develops, and implements all departmental goals and objectives.
Reviews and/or approves department expenditures and performs other duties to prevent the over expenditure of budget allocations.
Signs various documents, monthly reports, and purchase requisitions.
Attends City Council meetings as required and makes necessary presentations.
Oversees the development and administration of airport operations maintained and operated by private contractors.
Assigns and directs staff in the performance of special projects related to the privatization compliance activities.
Conducts routine inspections of the Airport facilities to ensure that the private contractor is in compliance with health, safety, and other regulations required by various federal, state, and local agencies.
Attends meetings with private contractors to review reports, operations, ongoing cost containment and other aspects of the agreement.
Periodically reviews Airport master plan to determine compliance, changes, or making recommendations.
Supervises the day-to-day foreign trade zone operations; coordinates activities with the US Customs Services, the Foreign Trade Zone Board, Federal Aviation Administration (FAA) Security and other governmental agencies; keeps abreast of changes to the foreign trade zone rules and regulations to maintain and update operation rules, policies and procedures, as well as, to negotiate and administer foreign trade zone agreements.
Prepares council communications; writes and modifies ordinances that will be developed and enforced by the Airport Department.
Ensures that all Airport boards and committee meetings are properly organized and properly scheduled.
Projects a positive and professional image of the Airport Department.
Assists in maintaining good communication between staff, visitors, and other business contacts.
Will be required to drive a City vehicle for City business use.
Performs other related duties as assigned.
Bachelors degree from an accredited college or university in Business Administration, International Business, or related field. -AND- At least seven (7) years of work experience in airport administration, of which three (3) years were in a supervisory capacity.
Valid Licenses and Certifications:
Valid Texas Driver License* *If applicant holds an out-of-state license, a State of Texas Driver License must be obtained prior to employment.
