To be responsible for Department of Aviation business strategy development and implementation of the Department of Aviation budget; oversees revenue generating activities at the Airports including contracts, leases, and agreements; administers Airports property management and development; manage and develop planning to recruit business for the Airports.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Develops and implements policies, goals, objectives, and procedures for business development, e.g., development of requests for proposals, advertising lease and concession space, locating interested parties for services at the Airports.
Develops and implements marketing and business strategies for the Department.
Manages the leased properties for Killeen Fort Hood Regional Airport and Skylark Field; negotiates lease agreements and addendums with tenants and potential tenants for rental of airport facilities and business authorizations on both airports.
Participates in the development of departmental comprehensive and business plans.
Evaluates requirements for renewals of expiring contracts to determine the best options for renewal or other negotiating factors pertaining to contracts or agreements.
Observes, monitors, and takes actions regarding tenant compliance and performance under contract provisions.
Works with Airport regulatory agencies on land acquisition, use, and development.
Develops and monitors proposals, leases, permits, and other documents relating to Airport property.
Prepares, manages and implements the departmental budget and Airport Business Plan.
Performs internal audits/reviews of airport finances.
Projects revenues and costs; reviews and prepares financial, statistical, and operating reports.
Develops and implements Airport rate-setting proposals; recommends rental rates and user fees for Airport properties, facilities, and services.
Responds to inquiries from stakeholders, property owners, governmental officials, and City management.
Represents the city at various conferences and meetings; serves as a member on committees as required and assigned.
Interacts with the general public, the Federal Aviation Administration (FAA), Texas Department of Transportation (TxDOT), consultants, elected officials and other City of Killeen employees in the performance of aviation-related duties.
Assists in developing air service development programs and initiatives.
Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations; possesses and maintains a valid driver's license, if required, and complies with City of Killeen driving policy accordingly.
Performs related duties and fulfills responsibilities as required.
Education and Experience:
Graduation from an accredited four-year college or university with a degree in aviation management, business administration, economic development, public administration, marketing, finance or a related field; and,
Five (5) years progressive experience in areas of business development, marketing, finance, or property management.
Knowledge, Skills and Abilities:
Knowledge of economic development principles and practices
Knowledge of accounting, financial, administrative, and business management practices and procedures
Knowledge of policies, practices, and methods used for setting rates, charges, and fees
Knowledge of marketing programs for the attraction of business recruitment and air service development
Knowledge of practices for the development of contracts and lease agreements
Knowledge of budget development, administration, monitoring techniques, and procedures
Knowledge of supervision, training, and performance evaluation
Skill in preparing and administering budgets
Ability to prepare reports and maintain records
Ability to plan, organize, and direct the work of subordinate staff
Ability to be a liaison between the Airport and various agencies, departments, and private business, industry and development representatives
Ability to work well under pressure and manage multiple assignments and projects
Ability to analyze problems, identify alternative solutions, project the consequences of proposed actions, and implement effective solutions
Ability to establish positive working relationships with representatives of community organizations, state and local agencies, City Council, City management and staff, and the public
Ability to prepare clear, concise reports, records, and other written materials
Ability to communicate clearly and effectively orally and in writing
Ability to develop short- and long-range goals
Ability to maintain regular and punctual attendance.
Employee must have a valid Texas driver's license by date of hire.
Employee must pass a FBI fingerprint-based background check by date-of-hire.
Employee must pass a TSA Security Threat Assessment (STA) by date-of-hire.
Employee's residence must be within 30 minutes driving time from the Killeen City limits.
