The Aviation Department is seeking a motivated, energetic and organized Airport Finance & Administration Manager to support the Fort Worth Airport System. The Airport Finance & Administration Manager, leading a team of five staff, will be responsible for overseeing the finance and accounting of Alliance, Meacham and Spinks Airports’ which includes grant administration, budget development and day to day accounting activities. The Airport Finance & Administration Manager will plan, develop and provide management oversight for the Administration Department including the accounting, budgeting, financial analysis and reporting, contracting lease management and procurement
The Airport Finance & Administration Manager will be called upon to perform a variety of complex highly technical accounting activities necessary for the effective management of the Airport’s fiscal affairs to include professional accounting duties in the analysis and maintenance of a variety of accounting and financial records and systems, including capital and operating budgets, the general ledger and fixed assets.
The ideal candidate needs to be a self-starting experienced individual who is customer oriented and driven to complete projects within budget, on time and with high standards.
Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures.
Act as Budget Lead for the Aviation Department. Serve as the primary contact with the Budget Office for the Aviation Department, lead annual budget preparation, regularly monitor the budget throughout the fiscal year, and lead the monthly re-estimate/forecasting process for the department.
Directs, coordinates and reviews the work plan for assigned program services and activities; assigns work activities and projects.
Implement new systems, methods and procedures; monitors program progress in meeting goals and objectives; conducts updates with department head to inform of project progress.
Ensure that Hyperion System reports and data are accurate.
Utilize Hyperion System to reconcile positions, run reports and analyze data.
Perform research involving broad parameters and non-standard analysis of multiple large, complex data sets; develops trends and recommendations to assist management in decision making.
Participate in and may lead special projects, including complex research of new programs and services, complex budget analysis, preparation and complex feasibility analyses; and, prepares and presents highly complex spreadsheets, data analysis, and reports detailing findings and recommendations.
Administer assigned contracts; negotiate and prepare complex requests for proposals or contracts with external professional service providers and vendors; monitors work progress; and ensures adherence to project schedules and budgets.
Provide staff assistance to higher level management; participates on a variety of committees; and prepares and presents highly complex staff reports and other correspondence as appropriate and necessary.
Coordinate assigned program activities with those of other divisions and outside agencies and organizations.
Adhere to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations.
Interfaces with Management, TXDOT and the FAA to ensure budgetary compliance.
Prepare reports and gives updates on budget to the Airport System Director and Assistant Directors.
Other duties as assigned.
Minimum job requirements include:
Master’s degree from an accredited college or university with major course work in Public Administration, Finance, Business Administration.
At least two years of experience in the analysis of processes, procedures, operations, systems or methods, including experience in the functional area of assignment such as budget/financial management, research analysis or related experience.
