The Aviation Project Engineer serves as the lead project engineer and task manager on a variety of aviation development projects within the airport system. The Aviation Project Engineer will assist the department with technical engineering expertise and project execution. This position also manages the Authority’s consultants, and assists the department with technical engineering expertise to successfully implement Capital Program Projects.
Assists in the development, coordination and implementation of the overall Airport Authority Capital Improvement Program.
Prepares and/or reviews scope and fees, bid documents and project plans and specifications. Attends and participates in pre-bid meetings, bid openings, pre-construction meetings, and works with the on-site engineer on progress meetings. Obtains permits on behalf of the Airport as necessary. Prepares, assembles and files contracts, material bid packages, certified payrolls, project correspondence and other related documents for recordkeeping and compliance.
Assists the department in submitting grant applications, monitoring grant progress, and reviewing invoices/pay applications.
Assists with the multi-year capital planning and programming coordination with both internal and external stakeholders. Projects range from purchasing, planning, design and overseeing construction implementation.
Communicates with internal and external stakeholders on proposed and existing projects; meets with groups and technical committees to inform on project scope, parameters, impacts, and status.
Exercise tact and diplomacy in coordinating with consultants, contractors and stakeholders impacted by construction projects.
Establish and maintain effective working relationships with all levels of Authority management, tenants, vendors, contractors, representatives of the FAA and TSA, air carrier representatives, professional aviation organizations, and the traveling public.
Reviews and coordinates cost estimates, budgets, and project schedules with the on-call consultant teams; monitors progress and budget expended. Aids in determining consultant workload/critical path projects as it relates to the Capital Program Master Schedule.
Works with on-site engineers and/or construction managers on the Airport’s behalf and assists the department on all relevant tasks and construction contracts to ensure compliance with the project requirements.
Manages the procurement process as it relates to items of the Capital Program; submitting advertisements and working with consultants to respond to contractor questions.
Works with all departments and team members to ensure projects are being done per the Authority Construction Permitting Manual, Airport Authority Rules and Regulations and per project specifications; holds review meetings with stakeholders as necessary.
Responsibilities require a high degree of coordination, management and problem-solving skills to ensure compliance with Aviation Safety and Security rules, regulations and requirements while minimizing impacts on airport operations and air traveler experiences.

2 - 5 years of engineering, project or construction management, planning and/or program management; preferably with airport and/or aviation experience.
Bachelor’s and/or Master’s degree in Civil Engineering, Aeronautical Engineering, Construction Management, Aviation Management, Project Management, or a related field. An equivalent combination of training and experience may be considered.
Proficient and/or advanced working knowledge of Microsoft Office.
Proven ability to multi-task, manage multiple priorities and projects, meet deadlines.
Effective written and verbal communication skills to include communicating technical information to non-technical persons. Comfortable speaking clearly in groups and in front of other peers and supervisors.
Ability to work independently within a team environment, using own initiative and problem-solving skills.
Define issues, analyze problems, evaluate alternatives and develop sound, independent, expert conclusions and recommendations in accordance with laws, regulations, doctrine and policies.

Ability to think critically and is detail oriented
Demonstrates initiative and problem solving skills
Skilled in Civil engineering/design/CADD software and other PC software packages associated with engineering.
Must pass random drug screenings, background investigation (criminal and prior employment), Security Identification Display Area (SIDA) training and AOA driver training. Must have a valid driver's license.
Experience with AutoCAD Civil 3D and ArcView GIS
Knowledge of FAA Advisory Circulars & Orders as they relate to airport operations & construction
Knowledge and experience with Microsoft Project
Familiar with the PA Municipal Authority Procurement Policy
Experience working with the local municipalities and agencies
While performing the duties of this job, the employee is required to talk and listen. Should understand direction and feedback. The employee is required to sit for long periods of time and use hands and fingers.
Must be able to sit, stand and walk; move legs, arms, wrists and fingers. Must be able to descend to and ascend from a kneeling or crouched position. Must be able to lift 35 lbs.
Must be able to fluently read, write and speak English. Must be able to express or exchange ideas by means of the spoken word and convey detailed or important spoken instruction to other persons accurately, clearly, loudly and quickly.
Must be able to operate a motorized vehicle and be able to access all areas of Authority facilities to conduct inspections and visit construction project sites. Must be able to tolerate exposure to temperatures ranging from -20oF to 100oF; dirt, dust, pollen and other airborne particulates; and inclement weather conditions.
