ESSENTIAL FUNCTIONS: This list is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and duties performed. Essential duties and responsibilities may include, but are not limited to, the following: - Develop planning approaches and processes for use in helping to identify and test potential solutions to best meet Division needs, such as: quantitative analytical methodologies, physical planning, incorporation of stakeholder perspective, and strategic thinking. Provide technical subject matter expertise for fast and economical response in lieu of use of external consultants.
- Manage the preparation of program and project definition documents for projects included in the Airport Master Plan and support the completion of the environmental review.
- Serve as the point of contact/liaison with external and internal stakeholders regarding the Airport’s Master Plan and ongoing advanced planning. Communicate the guiding principles, goals, and objectives of the Master Plan as well as the methods, constraints and results of planning studies that inform the Master Plan.
- Advocate for, and represent the Port’s interests in negotiations/discussions with adjacent cities, e.g. Inter-Local agreement with City of Sea-Tac, community engagement, etc.
- Establish the strategic plan elements of the department ensuring that it is in align with the strategic priorities of the Aviation division and the Port’s Century Agenda.
- Provide leadership, coordination, direction and focus for significant Aviation Planning programs to keep the issues, projects or activities involved moving forward.
- Manage and direct the work of consultants supporting the above items to include the preparation of procurement documents and selection of consultants
- Manage direct and indirect staff, including hiring, coaching, performance evaluation and disciplinary activities.
KNOWLEDGE, SKILLS & ABILITIES: Thorough understanding of the political and regulatory landscape and often competing interests of airport stakeholder groups. In-depth level of technical planning knowledge and expertise in areas of strategic, business, land use, transportation, environmental sustainability, asset renewal, facility and related planning processes, facility design and construction, regulatory, forecasting, data gathering, physical planning, operations research, and quantitative analytical modeling. Knowledge of, and experience in the application of, FAA guidelines and standards to planning studies, and preparation of planning documents. Leadership: Set direction and purpose for strategic planning team. Create internal and external relationships and partnerships. Innovate and lead change within team. Leverage diversity and lead by example to reinforce Port values. Build capability and ownership through mentoring, coaching and training. Establishing and managing the performance of subordinate planning staff, and consultants. Management: Establish roles, responsibilities and accountabilities for team. Meet individually with reports and as a team to communicate information, provide direction, listen to concerns, and manage performance. Develop and manage budget, schedule, scope, and approach for individual assignments, projects, and department. Communicate upward and downward within organization (oral, written and graphic). Industry Background: Broad background in airport planning and ability to establish credibility in dealing with wide range of issues, such as; planning areas (airspace, airfield, terminal, landside, data research, land use, policy, retail, cargo, baggage, security, vertical/horizontal facilities, aircraft gating, curb, roadway/traffic, technology, infrastructure, and business management); planning processes and studies (scenario, strategic, capacity, definition, site selection, layout, cost-benefit, master plan, facility plan, requirements); design and construction; environmental and economic sustainability; development and operations. MINIMUM QUALIFICATIONS: Combination of education and experience demonstrating knowledge, skills and abilities equivalent to: - Bachelor’s Degree in Aviation Planning or equivalent; and
- Fifteen (15) years of experience in airport facility planning/analysis, development, management, and policy with increased responsibility and complexity of work at medium to large hub airports.
PREFERRED QUALIFICATIONS: - Master’s Degree; and
- Twenty (20) years of experience wide range of disciplines related to airport facility development, management and policy.
