The Airport Operations and Maintenance Manager contributes to the overall success of the Northern Colorado Regional Airport (FNL) by providing high-quality service and a commitment to safety, security, and innovation. This position reports directly to the Airport Director and oversees daily departmental duties ensuring operational safety and compliance with all applicable laws, regulations, and policies. This includes supervision and training of staff, managing airport activities, planning for and responding to emergencies, and coordination for weather related events.

ESSENTIAL JOB FUNCTIONS
Ensures compliance of all relevant federal and state aviation regulatory agency rules and regulations that pertain to aircraft operations and safety (FAR Part 139) as required for an FAA certificated commercial service airport; assists with updating the Airport Certification Manual.
Ensures compliance of all relevant federal and state aviation regulatory agency rules and regulations that pertain to airport security (TSR 1540 and 1542) as the Airport Security Coordinator and oversees access control systems and badging; assists with updating the Airport’s Security Plan.
Manages the Airport’s training programs for operations and security for staff, tenants, vendors, and tenants.
Issues NOTAMS and coordinates and actively participates in snow removal operations.
Ensure compliance with the self-inspection programs for both airside and landside operations.
Monitors and updates the Airport Storm Water Management Plan and other EPA regulatory requirements.
Communicates and coordinates airport operational policies and procedures to ensure safe, secure, efficient and effective airport operations; works with tenants to gain compliance.
Manage and set work schedules of staff to ensure compliance and coverage for operations and maintenance requirements. Is capable of independent judgement and takes initiative needed to accomplish assigned areas of responsibility.
OTHER JOB FUNCTIONS:
Purchase equipment, parts and/or materials for the maintenance and upkeep of Airport property including hangars, buildings and airfield facilities and equipment. Maintain oversight and compliance of the Airport’s access control and credentialing system. Nonstandard work hours and days may be required as needed. Assists the Airport Director and is responsible for implementing management decisions. Performs special projects as assigned.
This position is a first-line supervisor responsible for supervision of non-exempt and/or non-supervisory exempt employee(s). Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Effectively plans and directs operations and maintenance staff; develops department schedules for personnel tours of duty; monitors work and conducts formal performance evaluations.
Knowledge, skills and abilities:
Knowledgeable in airport, FAA and TSA regulations including compliance with Part 139, Transportation Security Administration regulations, and personnel management. Possess the ability to effectively manage people and make decisions with little or no supervision. Ability to exercise tact, self-restraint, judgment, and strategy in dealing with a variety of people. Establishes and maintains effective working relationships with coworkers, supervisors, stakeholders and the public. Have the ability to pass a criminal history background check as required by TSA to work within the Airport’s Secure Areas.

Education and/or experience:
A BA/BS degree in Aviation/Airport Management, Business Administration, Public Administration, or related field is required. Minimum of five (5) years experience working at a publicly owned airport directly involved with duties related to the essential job functions. A combination of education and experience that includes five (5) years or more of progressive responsibilities and duties associated with Airport operations and maintenance preferably in FAA Part 139 operations, TSA Regulations, Emergency Management, and may be substituted for the degree requirement.
Licensure and/or certifications:
Must possess a valid Colorado Driver’s license. A valid FAA pilot’s license and endorsements from the American Association of Airport Executives such as an ACE designation or Certified Member are preferred.
Material and equipment directly used:
Operation of a wide variety of vehicles light and heavy equipment and airport specialized equipment including those used for snow removal and grounds maintenance. In addition, be knowledgeable in the use of tools, fabrication equipment, calibration, and airfield sensors and surveillance systems. Must possess proficiency in the use of computers and software and applications used by the Airport including but not limited to Microsoft Office programs, NOTAM Manager, and APP139.
Working Environment/physical requirements:
Performs duties in a variety of locations including in an office environment, equipment maintenance and storage facilities, and outdoors. Must have the ability to do physical work and troubleshoot a variety of conditions as they relate to repair and maintenance of equipment, and facilities, including recurring bending and recurring lifting and/or positioning objects weighing up to 50 pounds.. Also requires traveling throughout the airport property. Required to drive motorized vehicles, climb ladders, push, pull, stoop, kneel and crawl to perform the essential functions of the job.
