Responsible for managing, planning, directing and organizing through subordinate personnel the work of skilled licensed trades, semi-skilled, and external contract workers engaged in the operation, maintenance, construction and repairs of all airport buildings. Provide operational and functional management for Airfield Maintenance, and Automotive and Heavy Equipment Maintenance at the airports.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other related duties may be assigned:
Identify department goals and objectives to ensure the physical infrastructure building maintenance needs are met cost effectively, energy efficiently, and in compliance with all applicable federal, state and local building codes, laws, and
Prepare annual operating budgets and operate within the budget parameters; establish staffing requirements; participate in the recruitment and placement of personnel.
Develop preventative maintenance standards, utilize Computerized Maintenance Management System (CMMS) to manage policies and procedures; approve work schedules; establish priorities and inspect work in progress and upon
Management and oversight responsibility for external maintenance contracts such as Janitorial, Elevator/Escalator, Central Plant HVAC Chillers and Boilers and Building Automation Controls (BAS), Airport Security, and Phone Systems.
Responsible for developing and overseeing a capital improvements budget and implementing energy-saving performance initiatives.
Participate in contract negotiations with consultants, contractors, vendors, and other public agencies. Coordinate construction project activities or requirements, resolve operational issues and support project.
Responsible for maintaining the highest quality standards in regards to operating the safest, cleanest and efficient buildings of their kind. This includes performing daily, weekly, quarterly internal and independent quality control inspections to quantify this goal is achieved.
Provide operational and functional level planning and decisions relating to the inspection, maintenance, and repair of airfield facilities for each of the
Coordinates and supervises snow removal efforts on airfields and at airport facilities. Coordinates with the Fixed Base Operators, tenants, airlines, to provide optimum level of service at all airports.
Ensure compliance of the FAR Part 139, Airport Certification Manual (ACM), and applicable FAA Advisory Circulars as they relate to
Provides assurances that the team will provide zero discrepancies operations to ensure full compliance with Part 139
Manage the program for community complaints relating to aeronautical activities.
Visit the airports several times a month to ensure “boots on the ground” approach to customer
Interact with federal and state government Attend and participate in public meetings with various community stakeholders including but not limited to residents, airport tenants, political leaders and pilots.
Provide administrative and supervisory direction to staff engaged in the operation, maintenance, construction and repair services of airport buildings and airfields.
Supervise the maintenance of records, preparation of reports and the requisitioning of supplies, tools, materials, and other
Approve all staff payroll records, travel expenditures, purchasing invoices, requests for time off, initiate disciplinary action, and issues performance
Directly supervises the Building Maintenance Manager, Automotive Supervisor, Airfield Maintenance Manager and Administrative Assistant(s).

Ability to read and interpret blueprints, wiring schematics, architectural drawings and other construction
Knowledge of current FAA rules and regulations.
Advanced training in HVAC, Security, Phone, CMMS, BAS, Lighting, Utility Metering, building controls and automation software as it relates modern airport building
Strong written and verbal communication skills.
Must collaborate well with others to creatively solve problems and possess sound decision-making.
Union experience strongly preferred.
Valid driver’s license.
High proficiency in MS programs (Outlook, Excel, PowerPoint, and Word).
Ability to be on call for airport emergencies.
Bachelor’s degree in aviation, engineering, construction management or related Master’s degree a plus.
Minimum of five years (5) airport experience.
Experience with general aviation airports preferred.
Minimum of five (5) years of supervisory experience.
